Perez is a longtime Guam public servant with more than 25 years of experience in government operations, personnel management, education leadership, aviation services, and regulatory compliance. His career includes executive roles at the Guam Department of Education, the Guam Commission for Educator Certification, the Port Authority of Guam, and Menzies Aviation. He also serves in the U.S. Coast Guard Auxiliary supporting outreach, recruitment, and public affairs. Born in Norfolk, Virginia and rooted in Guam, Kenneth brings a blend of technical skill, cultural awareness, and commitment to service.
